[VHFcontesting] A suggestion for ERP-based Entry Classes

Wow this got a bit out of hand. All I suggested in the beginning was to have the same catagories for rovers as for other stations. A limited catagory and a low and high power catagory. Nothing really needs to be added or taken away.
