As long as Ed was operating within the limits of his Technician class 
license (frequency, power, etc) there is not a problem.  This would also 
apply here in the good old USA.  There may even be a special exemption 
for operations aboard the Shuttle and ISS to allow operation anywhere 
within any amateur frequency, but I'm not sure and don't have my FCC 
rule book handy.
