Oh, I disagree.  A couple of years ago on one of the reflectors we were
discussing field day and how to improve V/UHF competition during FD. 
Among several things I suggested that they create a category for fixed
stations such as Red Cross, EOC's etc the following year the league
instituted Class "F".  Now if we could just get the league to score V/UHF
contacts for FD the way they do for the rest of the contests.  <hint-hint>
