They have later said that a random occurrence of circling where not planned 
in advanced is OK.  So if you meet a station near a corner or one is near a 
line its a bonus for being out there.  But to then follow each other for the rest 
of the contest would be wrong.  

When all the equipment on a team is owned by one enmity and sent to the same 
place on several vehicles it may be wrong.
