Hi Frank,
You have hit the nail on the head.  Making rules isn't
easy...especially as technology advances the
environment within which we operate (think: Napster). 
Old understandings need to evolve.  When they don't,
you end up with exploits.

Until/unless the rules are changed (changing the
event), it is best to understand that the contests
sponsors are acknowledging that these are correct
strategies.  We shouldn't villify operators who use
them (they are approved by lack of enforcement
otherwise).
