They do actually introduce an interesting (really, I mean interesting, 
not as in "good" interesting...) concept with this contest. You receive 
less points when the other party is not in the contest than if the other 
party is in the contest also. One may wonder how they come up with that 
rule, what the intent is, and how they would enforce it.

Even though an IRLP contest may seem ridiculous to a lot of folks 
(including me), it is an initiative. And we sure could use more of those 
in hamradio. If it gets people on the air, then more power to them!
