The '706 mailling lists were a-buzz with this a few months ago.
A few people did claim that saw this problem, others claimed it didn't
exist.

The claim was that even turned down to a lower power, there was a short
duration spike at the beginning of TX.

I personally believe it is possible using this method to see a transient
spike.  I also believe that degrading the power using the AGC will not
cause this problem.  I haven't actually tried it, but if it did still
cause a spike using the AGC you would fry the external AMP ICOM sells. 
I assume ICOM did test this functionality.

Remember the jump from 50w to 150w, isn't even a single S-Unit on the
receiving end.  Is it really worth the headache?
