I think by the ARRL VHF rules, any repeater frequencies should not be used:

1.7.Retransmitting either or both stations, or use of repeater frequencies, 
is not permitted.

FM is a much lesser used mode on VHF contests for reasons already stated. 
But if you have nothing else for a particular band than fm and can make some 
Q's by using it, great!

The use of repeaters is banned in all contests.  However, I heard of a 
sneaky way around it, that being to go on the output frequency of the 
repeater to work those listening.  Not going through the repeater makes it 
legal and the output frequency is ours to use, right?

Wish they would ban the use of 50.125 for contesting as has been done with 
146.520.
