I too, am a loss as to why this has not been implemented.  Some of us 
old timers may even remember that way back in the paper log days, one 
could claim DXCC credit for a contact during the ARRL DX contest.

The lack of credit for VUCC is equally frustrating.  Why is this taking 
so long?
