That SAME text:

is ALSO in the CQ WW >>DX<< Contest Rules. Thanks to the Wayback Machine 
again, I checked and saw it in 2000 and 2004.

Any "DX Contesters" out there...how would this be interpretted in "DX 
Contest" context?

Although 20,000 VHFcontesting Reflector Readers have probably already done 
so, I will forward some of this discussion chain to John and invite him to 
respond.
