Seems like everyone wants to talk about the rules, but
what good are they if they are not enforced?  The
people that are not within the rules should be called
on the carpet by their peers including the ARRL but I
do not see that happening.

The problem is that the name "contest" gives an illusion of sport.  It is not.

Ham radio contesting is more like "speed dating with a score card" (try to attract the attention of as many others as you can, and keep track).  Is that bad?  Naw...not as long as you have no illusions that it is anything more.

Put in a "fishing" context, not everyone will appear on the "biggest fish caught" leaderboard, but everyone can have fun and talk about the one that "got away" at the bar afterward.

The component that is missing in Amateur Radio contesting is the post-contest bar-talk.  Without it, there is no ability for peers to (not so) gently cajole the "boarderline cheaters" back into compliance.
