Its really more of an issue of the "intent of the (law) rule" vs the
"letter of the (law) rule".  There will always be those who will
stretch the "letter of the rule" well beyond what most people perceive
as intent.  Its that discussion "intent" vs "letter" where the
disagreement lies.
