the what bands poll prove the point the guys in the 2 and four percent in the higher bands manipulated the contest rules despite the clear intent of the ARRL. The 2 and four prcenters do not represent the contest catagory as a whole but they are the winners.  The super majority followed the intent.  The poll proves the spirit of the rule's intent.
