[VHFcontesting] Elimination of Assisted Class in EME Contest

Exception...  Liaison to coordinate band-by-band activity is explicitly 
permitted for the bands2.3 GHz and higher.
Knocking the little guys down again...  sounds like some of the REAL 
hams have been in action again... I see they have their CW only class 
now too..
