     The ARRL is run as a representative democracy.  Members elect their 
Division Directors, and the Division Directors on the PSC are the ones 
making the rule change decisions.  if you don't like the decisions your
Director makes, (a) tell them, or (b) vote them out.

     I've been disappointed in PSC decisions in the past, too (the removal of
line scores from QST), but not every controversial decision is the result of
willful ignorance, incompetence, or some conspiracy.  It's just the normal
workings of a representative decision-making process.
