There is one other factor that's important. If someone receives an award that he doesn't deserve, his call is included with those of persons who earned the award legitimately, thus effectively diminishing the value of their efforts.

	The past few days emails do make for an lively debate on the
VUCC process. For the record I have my VUCC on 6m and on Satellite. I
have had some of the QSL cards show up 2 years or more after the QSO was
made - so hang in there and keep making contacts to that grid. Now I
work all I hear and try for as many counties as I can. One suggestion I
have for cards that are over 6 months old and not been sent to you is to
get their email address in QRZ and send them a note about the contact
and card. Let them know you need THEM for your VUCC count.
	Now on to the debate. To me, the QSL card is the written proof
of the on-the-air contact with all the info (date-time-band-mode) -
right. Most of the cards I get in the mail are printed from a printing
company that look great BUT some of the cards are hand written on an
index card with a thank you from that person. I agree that this is an
honor system and that if someone wanted the award enough then they could
take a stack of index cards to work and have their coworkers write QSO
info on a card and have it mixed in with their other cards just to get
to the 100 count. THEY would be the only person that knows the truth
about the award so if they want it that bad then who can stop them. As
far as LoTW vs eQSL I beg to see the difference. Let's face it - an
electronic conformation of a QSO with LoTW should be the same as an
electronic conformation with eQSL. After all, the important part is the
fact that you made the contact. How you prove it is the issue here. It's
all in the rules of the game. In baseball from Pro to AAA to high school
to the Japan league the rules of the basic game are all the same it's
just the controlling group have their own set of rules. It's the same
thing here.
