Well the obvious difference is that what Les proposed is clearly  
against the rules as they are currrently written and implemented, and  
the "loaner rover boxes" are within the rules as they are currently  
written and implemented.

Perhaps you should ask this question of your VUAC representative? Or  
your Division Director? - Duffey
