Personally, I have always looked at FM simplex portion of the bands as
being 5kHz spacing regardless of what the state repeater plan is.
That is why I have my radio memories set up for the simplex sub-bands
on 10kHz spacing. As I am scanning I will be able to hear someone
that is either 5 kHz up or down 5kHz from me twice unless they are
really a long distance away.
