[VHFcontesting] Off-Topic Rotator Problem

Between 65 & 70 degrees the Tailtwister seems to stop rotating.
Seemed like it was getting stuck but during an inspection it instead
seems the motor runs freely, the brake is released, & just the slightest
wind (or hand) WILL turn the antennas, but the motor has no effect until
the heading is outside that narrow range.
It's almost as if the ring gear is missing teeth & the drive gear doesn't
always have the ability to turn the rotor between those headings only.

I've heard the older rotators (not Tailtwisters) used to have pot metal
ring gears that used to break but that all modern models use stainless
steel ring gears.

  What could be causing this other than a bad ring gear?
