Marshall makes some good points but his opinions may not be shared by all.
However, it is a good discussion.  As he outlined, the best course for any
action is for you to talk to your ARRL Director.   Before you do so I do
recommend that you review the last report from the ARRL's VHF/UHF Advisory
Committee (VUAC) that can be found on the ARRL website at
http://www.arrl.org/files/file/About%20ARRL/Committee%20Reports/2013/July/Doc_32.pdf  .
  The background that is provided in this final report may be helpful for
leverage any meaningful discussions.
