It's all nebulous. wishy-washy marketing now-a-days.
Notice how Li-ion batteries are advertised as "Up To 2500 mA"?
Internet connection speeds are advertised as "Up to 30Mbps"?
Car are advertised as "Up To 44MPG"?

In each case - a dead battery, a cut cable, a broken car, or
fried finals -- the product "meets specifications".
