[VHFcontesting] NEWS: ARRL Contest Club Eligibility Rules Changes - new FAQs - are now on the ARRL web

What seemed like a significant change that Bart didn't mention is that the
club "center" location can be changed from contest to contest.  At least,
if that's NOT new, it's something I wasn't aware of before reading latest
rules.
