Hi Sean. I used to use some of the rest areas off of Rte 146 for roving in RI. There is also a fairly high spot off rate 6 on the west end of the state. Of course there are spots on the southern shore that can easily be worked by the density of hams in NY NJ and PA. 
As far as FN51 is concerned, we operated at Harding Beach near Chatham pointing southwest or Skaket Beach on the North shore near Nickerson State Park, pointing northwest. But all rovers have found that operation from FN 51 has not been greatly rewarding.
