[VHFcontesting] 222 and up distance contest

From rule 3.2.3 for the 222 and up distance contest, it appears that
someone could operate as a rover, including his home grid as w6aa/r, and
also operate as w6aa from a fixed location. He would turn in a separate
log for the fixed station entry.

From this, I would read that I could work BOTH w6aa and w6aa/r as
separate contacts in the same 4 character grid, and they would not be dupes
(because they are separate stations). ( Finally, a use for the /R other
than just advising other stations that this station may be in a new grid. )

It would seem silly to allow him to operate a second station if he
couldn't work folks from there.

I notice that they also fixed (eliminated) the silly "rovers must operate
from 2 or more grids" requirement.
