There is a huge difference between "only one transmitted signal at any given time" and "only one signal per band". The change to one signal per band in 2015 even for single ops was well publicized, see the following:

"The subcommittee was charged with developing recommendations to increase the level and breadth of ARRL VHF and above contest participation and encourage operation on lesser-used bands. As a start to the process, the Board approved three changes that will permit assistance for all operator categories, with no effect on entry category; permit self-spotting for all operator categories, and allow single operators to transmit on more than one band at a time."

ARRL needs to clear this up!
It looks like ARRL did this,
correcting an error that had been in the
2016 rules.
This seems reasonable - a single
operator station transmits one signal
(rule 3.1). Multi-operator
stations transmit one signal per band
(rule 7.3). The "per band" in 3.1
was pretty obviously a mistake
as rule 7.3 said "Only one signal per
band..." just as it now does. There
would have been no reason
to say it again for single operator
class.
Errors get corrected.
Sometimes other changes are made, like adding or
modifying rules for rovers.
