[VHFcontesting] What is the VHF Club Enhanced Gavel Program?

The January 2023 ARRL CAC minutes state:

“ The VHF subcommittee proposed the Enhanced Gavel program to encourage the club’s participation in the January, June and September VHF contests. The CAC supported this proposal and forwarded it to PSC in October. This has yet to be announced by the HQ staff and should be done as soon as possible for 2023.”

The July 2023 ARRL PSC minutes state:

“Recreation of the “VHF Clubs Enhanced Gavel Program,” except now actual gavels are at an extra cost option to certificates.”

What is this all about? Did I miss the announcement?
