[WriteLog] scrolling in band map

Band map resolution is set in WriteLog.ini by "pixels per khz", and band map 
font size is similarly set.  Definitely worth playing with those two 
settings in the ini file to get what you want.  I use different settings for 
ssb and cw contests, since there are more cw spots per freq segment than 
ssb.
