[WriteLog] %C vs %D "explains" my problems!

Many thanks to Bruce (WT4I) for fingering the problem area!  Since I
figured out this afternoon that I only see THE PROBLEM when there is a
callsign in the entry area, I've been planning to read about %C and %D
again.  Before I got to this, Bruce reminded me that %C requires some
more "processing" than %D.  Sure enough, I can observe the problem using
%C in my buffers, then change to %D and the problem is GONE!  YAY!  Back
to %C and it's there again!

I've always used %C and never had a problem like this until v10.17f and
now v 10.18a.  Something must be different in how these handle %C, and
it might deserve some attention from Wayne, especially for the CW
users...?
