[WriteLog] NO Stuttering!

FWIW:  Comments about the possible "stuttering" of Writelog in AFSK RTTY
have resurfaced.  I have observed this in the past, around v10.13.
v10.14 was better, but it was still a significant problem here.  I dealt
with this by using FSK.  Since some stuttering comments have resurfaced,
I just checked out my system tonight with Writelog using AFSK for the
first time in awhile.

I'm happy to report that with v10.17f/WIN98 I have NO STUTTERING on AFSK
RTTY or PSK31!

DUH - I have no idea why it appeared, then has disappeared here, but I
like where it's settled out!
