[WriteLog] 10 min rule

I'm a single radio contester and I definitely don't like the 10 minute
rule for single ops. I know you could change bands to work a NEW
multiplier but how many new mults  are you going to find in the last
hour and a half? The 10 minute rule was really a pain near the end of
the test. Really slowed me down and I'm slow enough without strapping
restrictive rules on me.
