[WriteLog] WAE QTC Setup

I got out the instructions and read up of QTC reporting.  When I brought up
the program and hit ALT + R, I got a dialog box say I couldn't receive QTC's
on my continent.  Got the same with ALT + S.  Have the rules changed or am I
missing something again?
