[WriteLog] Win 2000 Server Access

I have a question with NT and 2000 server access rules.  When I try and
network an NT system with writelog, I get the following:

You must supply a password to make this connection

Computer Name Local-Server
Application WLOGNET
User N9PD
Domain N9PD
Password

I can't locate where a can set up privs for this access.  I know that this
is an NTish thing, but I am stuck.
