[WriteLog] Two WriteLog Bugs?

I reported the duplicate serial number problem several weeks ago in the RTTY Sprint
when two stations received QSO # 57.  At that time no one else indicated they had
experienced the problem, so I assumed it was some kind of operator mistake.  Now it
looks like heavier use of WL during CQ WW indicates we all made a similar mistake or
there is a minor glitch in WL that allows this to happen.
