Hi Ron,
I usually send RST-zone once and state twice:
59905 PA PA.
Note I group the numbers together to minimize the number of shift 
characters sent, and I leave a space around the letters to allow 
Unshift On Space to do it's thing in case the Unshift character is 
lost in QRN/QRM.
