[WriteLog] FKeys and WlIniEdit updates

I've released new versions of my FKeys and WlIniEdit utilities.  For those
who haven't seen them before: FKeys is a (configurable) set of floating
buttons that emulate keyboard function keys and other functions.  WlIniEdit
is a utility that lets you edit the entries in the WriteLog.ini file without
using a text editor; it also provides visual help for setting colors and
fonts.

FKeys:

Add buttons for CW speed up/down (Alt F9/10)
Add buttons for turning on/off "TopMost" bit on tuning windows
Output of A/B on serial port for SO2R
Broadcast band info in Icom style on serial port to drive IBS-1 (array
solutions)
Add rotator and sked menu items


WlIniEdit:

Added knowledge about new entries
Updated color helper to support skeds
Updated color helper to have test window to get Hex number for visual color

These are freebies, and support is provided as I can get to it.  Also,
please don't bug Wayne and Ron about these - they do WriteLog.
