First of all, I'm surprised that combo on 1 and 3 work at all. Shared
IRQs are generally a major mistake.

BUT, if the modem is plug and pray, you might check to see if it's
capable of taking a higher interrupt. Most of the more recent ones I've
used are capable of just about any IRQ. On the other hand, you might go
into Device manager and manually change the IRQ on Comm 3 and see if it
takes it.
