[WriteLog] friend.ini

As I didn't get a response to my question about a updated friend.ini,
I'm going to assume that there isn't one.

If someone isn't presently keeping the file up to date I'll commit a
cardinal sin and volunteer.
I'll make it available for download on the site where I keep the IRC/GS
chart.

Anybody got a better idea?
I'll put the most recent version I have on the site and you can send
updates/correction to me via email.
