[WriteLog] WPX Rule Change re: Serial Numbers

Don't know how many of you saw this on the CQ-Contest reflector,
but there's been a rule change for multi-op stations in the WPX
regarding serial numbers:

"Effective for the upcoming CW contest, stations entering in the
multi-single category and using a separate station for working
multipliers may use separate serial numbers for each band.  This
should eliminate any problems with giving out the wrong serial
numbers due to timing problems between the run and mult stations
which may have occurred during the SSB contest..."  

I don't think WriteLog ever suffered from the problem they're
trying to solve above (giving out a serial number different from
what's logged) - but the rule change to allow separate serial
numbers by band does lessen the importance of fixing the known
serial number issues in WriteLog.
