[Writelog] Master.cal to Master.dta conversion utility

Hi Jon,

Go to www.k1ea.com and click on the Master Callsign Databases link under the
Data File Updates heading near the bottom of the page. Download the zip file
of your choice, unzip the .dta file to the Writelog/Program directory and
you should be all set. Updated .dta files are supposed to be ready prior to
the CQWW CW so check back for the latest release.
