[WriteLog] CW Port on WIN2K machine

I had heard there was a special driver available
and that it was included with DX4WIN, the logging
software.  Further, it had been suggested that if
you installed DX4WIN first the CW keying in WRITElog
would work.

But I can't confirm this is true because I still use 98SE
in the shack.
