[WriteLog] NWT multiplier

Rich,
It depends on the contest. In SS only YT is used for all of the NWT area
which includes the Northwest Territories, Yukon and Nunavut. In the RAC
Canada Day contest (see http://www.rac.ca/CANDAY.htm) these are treated as
three separate areas ie. Northwest Territories [NT] (VE8); Nunavut [NU]
(VY0); Yukon [YT] (VY1);
