[WriteLog] ARRL 10m Test Time question...

Ed and others, the ARRL used to specify "48 hr" contests as 0001 to 2359 to
avoid the confusion, if I remember correctly. Perhaps, we should urge the
CAC to revisit this convention?  (Not really a Writelog issue, of course)
