[WriteLog] Loading previous exchanges

There are several problems with the Mexico Rtty International
Contest module from SM6SRW.  I will address them directly with
Jorgen.  He's done a great service to RTTY ops by creating the
modules for the contests not normally covered with the basic
WriteLog program.  But this one has problems.

If this is one of your first contests on RTTY with WriteLog, do
not judge the program by what you see in this module.

The WPX RTTY module will be a better overall judge.
