[WriteLog] cw speed up ok/down broken?`

Trying to get ready for tomorrow and put 5 "<" before 5nn and an equal
number after....with 10.28c keying a W9XT card setup as LPT1 (running Win95)
it speeds up but wont speed down; tried 10.29d and it did the
same...upgraded to "E" and the keying was all hosed up. The fix on the
website (beta 10.30?) restored the keying but the speed down still doesn't
seem to be happening...anybody else notice this?
