I think the field length is MINIMALLY as wide as the name of the field, so
"EXCHANGE" would be wider than even our best ops would need for a seria
number!  HI  If you look closely using Exchange Parameter Setup, you will
find that the "QTH" parameter is "padded" with 2 spaces to make it a
5-character field.  For the RR, EITHER a state or number is sent, so an
additional field is unnecessary, although it is confusing to new ops.  73
