[WriteLog] LPT on Windows XP

Since several people have had problems making this device driver work, it 
might be worthwhile for someone who has this working to write a detailed 
application note and upload it to the K9JY and/or RTTYINFO sites.  Much 
like Don AA5AU did for MMTTY.
