[WriteLog] VE Provinces in ARRL International DX Contest

In reviewing the ARRL Rules for the international DX contest I noticed a
discrepancy between the VE provinces in the rules and the list of
multipliers in WRITELOG.

The ARRL rules state: (excerpt from

		5.2.2. DX stations: Sum of US states (except KH6/KL7),
District of Columbia (DC), and Canadian provinces/territories: NB (VE1, 9),
NS (VE1), QC (VE2), ON (VE3), MB (VE4), SK (VE5), AB (VE6), BC (VE7), NT
(VE8), NF (VO1), LB (VO2), NU (VYØ), YT (VY1), PEI (VY2) worked per band
(maximum of 63 per band).

WRITELOG contains the following Provinces:
NB, NS, PQ, ON, MB, SK, AB, BC, NWT, NF, LAB, YT, PEI

You will notice these differences:
1.	QC is represented as PQ
2.	NT is represented as NWT
3.	LB is represented as LAB
4.	NU is not present

A Cabrillo file generated from WriteLog containing all available provinces
looks as follows (Note NU is not a valid QTH and cannot be entered in
WriteLog):

How does the Cabrillo processing software view these discrepancies?  Is this
a bug in WriteLog or an oversight on the ARRL rules page?
