[WriteLog] SubRx - VFO-B support (was Bandmap Scrolling)

Over the past couple of years, I've asked for subreceiver/VFO-B support of 
the bandmap and packet spot grabbing on several occasions with hardly an 
echo from anyone else seeming to be interested.  Looks like a few folks 
really are interested now.

In the meantime, I've discovered that the new fangled windows contesting 
software in open source development will be providing this.
