[WriteLog] New Country Files 24 October 2002

This is not a super check partial file.  Is is the stuff WritLog uses to recognize what country goes with a particular prefix or call for recognizing country mults, etc.

I followed instructions for WL.  But the only WL program I can find is
reacty32.exe.  This converts wl_cty.dat to a bunch of files ending with
..DAT.  WL, in the Super Check Partial menu pick, allows browse on the folder
where the .DAT files are, but only allows for selection of .DTA files.

Where am I going wrong?

New country files are released on www.k1ea.com -- if you use NA or WL, make 
sure to follow the instructions in README.TXT

    * Removed KC4/N2SIG from callsign list for Antarctica, CE9.  N3SIG is
      the correct home call.
    * Added K4WI and NA4W in CQ Zone 4 to callsign list for United States,
K.
    * Removed all KC6 callsigns from Palau, T8 (thanks N3RD)
    * Modified all the prefixes for Canada, VE, per March 2000 special
      prefix rules (thanks VE3KZ).
