[WriteLog] Hours worked?

Hi Les --

Windows > Rates > Time On

As a nearly three year user of WL, I was astounded to find this for the
first time during JARTS.  I've never cared that much about the Rates window,
but found it surprisingly helpful.  And there were the Time On and Off
totals as well!
